Does the webcam test upload video?

No. The video element receives the browser media stream locally, and all tracks are stopped when the test stops or the page closes.

Why is the preview resolution lower than the camera specification?

The browser selects a stream based on constraints, performance, permissions, camera mode, and other applications using the camera.
