Can a browser read the physical monitor Hz directly?

No. This tool estimates presentation cadence from visible animation timing and labels it as an observation rather than a hardware query.

Why can the number change?

Variable refresh rate, power saving, background work, browser scheduling, and moving the window between screens can affect timing.

The expected 120Hz, 144Hz, or 240Hz is missing
