Should I turn the volume up before testing?

Start with the device volume low and raise it gradually. Sudden loud tones can be uncomfortable and may damage hearing or equipment.

Can this measure maximum speaker volume?

No. Browsers cannot read acoustic loudness in decibels without a calibrated microphone and environment; this tool confirms audible channel output.
